Sander Schijvens
President & CEO
Sander serves as our President and CEO since 2010 and is responsible for the overall management of the firm; financial management, operations, project oversight, marketing, strategy, culture, human resources, compliance, sales, public relations, and client relations. He has over 25 years of experience in the IT industry including 15+ years in Alaska. He has a Bachelor of Science in Business Administration from the Netherlands, where he started his IT career in the high-tech semiconductor world. He has worked for leading companies including the current largest supplier in the world of photolithography systems for the semiconductor industry ASML, the printing and copying company Océ, and the IT Consulting company CIBER. His broad, international experience in the fields of engineering, transportation, administration, health care and fisheries has given him a solid understanding of professional IT services.
Brin Marx
Senior Software Developer
Brin has over a decade of experience with WAI as a Senior Software Developer, bringing a wealth of experience in software analysis, system development, and process management. With a background in mathematics and design, he combines analytical precision with a creative approach to build both complex data models and intuitive, user-friendly tools and interfaces.
Brin’s technical expertise spans the .NET ecosystem, SQL Server management, web and desktop application development, physical modeling, big data analytics, high-performance and distributed computing, secure environments, hardware design, DevOps support, and mission-critical operations management.
He has supported both public and private sector clients across a wide range of domains, including business accounting, payroll and timekeeping, natural gas operations, mobility data analysis, climate and permafrost modeling, environmental crimes reporting, law enforcement and safety systems, business insights reporting, GIS mapping, educational asset distribution, AI integration, and process automation.
Brin maintains a special focus on accessibility and ease of use, ensuring that every software solution he develops aligns with how people work and the environments they operate in.
Charles Westmoreland
Director of Business Development
Charles serves as the Director of Business Development for Wostmann and Associates, where he leads strategic growth initiatives and supports client engagement across the firm’s software development and IT consulting practices. He brings extensive experience in leadership, communications, and organizational strategy, with a focus on helping public- and private-sector clients align technology investments with business goals.
Since joining WAI, he has managed projects for the Alaska Department of Health, the Department of Environmental Conservation, and the Matanuska-Susitna Borough, in addition to serving administrative roles for additional public and private sector clients.
Prior to joining WAI, Charles spent more than two decades in executive leadership roles in the media industry, including positions as Director of Audience for the Juneau Empire and Executive Editor of the Columbia (MO) Daily Tribune. After transitioning from media in 2019, he worked as an independent consultant providing research, analysis, and report development for government, nonprofit, and private-sector clients.
Charles holds a Master of Science in Management and Leadership from WGU–Alaska and a bachelor’s degree in business from the University of Alaska Southeast. His professional strengths include strategic management, change management and innovation, business development, and human resource development.
A proud U.S. Army veteran, Charles is also deeply involved in his community. He coaches middle and high school basketball in Juneau, where he lives with his wife, Eldri. They have four sons.
Chris Benshoof
Senior Software Developer
Chris Benshoof is a Software Developer with more than 10 years of experience in professional system analysis, design, and implementation. He brings a strong background in computer science and a practical, solutions-oriented approach to building software systems that operate reliably in both enterprise and remote field environments.
As a consultant in Alaska, Chris has supported a wide range of public- and private-sector clients across diverse projects and technologies. His experience includes developing rich client interfaces, designing and implementing databases, producing system analysis and technical documentation, building mobile applications for rugged and remote environments, and programming hardware-level protocols.
Chris is proficient in a broad set of technologies, including ASP.NET, SQL Server, Oracle, Java, C#, VB.NET, JavaScript, and C++, as well as the .NET Compact Framework. Frequently serving as a lead developer, he manages both high-level system architecture and detailed implementation work, while also balancing client expectations, budgets, project constraints, and delivery timelines.
Chris holds a Bachelor of Science in Computer Science and is known for his ability to bridge technical design with real-world operational needs.
Cindy Black
Cindy Black is a Software Developer who specializes in complex systems and regulated industries. Her professional career includes over 20 years of experience spanning environmental compliance, federal systems, and education, giving her a rare ability to translate intricate regulatory and operational requirements into intuitive, maintainable software solutions.
Cindy brings deep cross-stack technical expertise, including Java, C#/.NET, JavaScript, and Python, as well as strong skills in database design, workflow analysis, and modern development practices. She is particularly adept at performing gap analyses, understanding how systems behave in real-world environments, and designing processes and applications that bridge the needs of end users, system owners, and regulatory frameworks.
Her past work includes developing database and reporting infrastructure for environmental and oil and gas clients, contributing to reliability and monitoring solutions for federal cloud platforms, and creating data-driven space weather dashboards.
She holds dual Bachelor of Science degrees in Computer Science and Literature, as well as a Master of Arts in Teaching. Her diverse academic background complements her technical skills, supporting her strengths in communication, documentation, and user-focused design.
Cindy resides in Anchorage, and outside of work spends her free time knitting for mutual aid organizations, tracking auroras, and attending local tech events.
Claire Minelga
Fisheries Support Specialist
Claire is a Fisheries Support Specialist dedicated to advancing the success of Alaska’s commercial fishing industry through exceptional customer service and technical support. She provides frontline assistance to fishermen and processors across the state, combining in-depth knowledge of federal fisheries regulations with a passion for helping others understand and navigate them. Claire also contributes to software testing, user training, and educational outreach, ensuring that both industry and agency users have the tools and confidence they need to succeed.
Since 2012, Claire has served as a subject matter expert on Alaska’s federal fisheries regulations, offering guidance that bridges industry operations and regulatory compliance. Her experience spans business analysis, technical writing, and software training, with a focus on improving user experience and communication between stakeholders. Known for her approachable style and commitment to clear, effective solutions, Claire helps make complex systems accessible and manageable for all users.
Claire holds a Bachelor of Fine Arts from the University of Alaska and is currently pursuing certificates in Business Analysis and UX/UI Design to further strengthen her technical and analytical expertise. Based in Anchorage, she enjoys life with her husband and two children. Outside of work, she loves gardening, supporting community gardens, floral design, and reading, and finds inspiration in creative pursuits that reflect Alaska’s natural beauty.
Darren Jaeckel
Senior Associate
Darren is a Senior Associate with more than 14 years of experience creating, extending, and maintaining complex software systems. His background spans full-stack development, server configuration, and database design. He brings proficiency across the entire software spectrum – from crafting intuitive user interfaces to optimizing data pipelines and back-end services.
Darren has built and supported modern applications within the Java, .NET, and JavaScript ecosystems. His work includes extensive experience with data analysis, data migration, and data modeling. Darren is an experienced Linux and Solaris administrator, having managed custom applications, enterprise web servers such as WildFly, NGINX, and WebLogic, and databases such as Oracle and PostgreSQL.
Throughout his career, Darren has led and contributed to successful projects for the State of Alaska, National Marine Fisheries Service (NMFS), and Sealaska Heritage Institute, consistently delivering reliable, maintainable, and user-focused solutions.
He holds a Bachelor of Science in Management Information Systems from Brigham Young University. When he’s not in front of a computer, Darren enjoys exploring mountains on two wheels.
Daryl Allison
Senior Software Engineer
Daryl is a Senior Software Engineer with more than 25 years of experience designing and developing enterprise applications and mission-critical systems for government and industry clients. He excels at architecting innovative solutions to complex operational challenges and is known for his adaptability, analytical approach, and ability to guide projects through the full software development lifecycle.
Before joining Wostmann & Associates, Daryl served for over two decades as a Special Agent with the Federal Bureau of Investigation. During his tenure, he became an FBI-certified Digital Forensic Examiner and led the design and implementation of systems supporting case management, incident response, and victim services. His earlier career in the energy, financial, and technology sectors included leading development teams that delivered large-scale portals, e-commerce platforms, and enterprise system integrations. Daryl’s technical expertise spans Java, React, Spring Boot, C/C++, Python, HTML/CSS, and a wide range of database-driven applications. He is also experienced in mentoring and training technical teams.
Daryl holds a Bachelor of Science in Electrical Engineering from Arizona State University and a Bachelor of Business Administration in Accounting from the University of Texas at Austin.
Prior to retiring from the FBI in 2025, Daryl spent the majority of his career investigating crimes against children, human trafficking, violent street gangs, narcotics, and other violent crimes. He was an original member of the Alaska Joint Child Abduction Rapid Deployment (JCARD) Team, for which he designed and developed critical incident management software. An instrument-rated commercial pilot and UAV pilot, Daryl also served on the Anchorage, Chicago, and Seattle FBI SWAT teams and was a certified firearms instructor. Now adjusting to life after federal service, he’s still figuring out what to do with his newfound free time.
Fabien Traquet
Fabien Traquet is a Cloud Architect and Technical Program Manager with Wostmann & Associates, currently supporting the NOAA Alaska Fisheries IFA project. In this role, he leads the design, implementation, and support of cloud architecture and CI/CD pipelines as part of the migration of IFA applications to Google Cloud. He brings extensive experience in cloud migration initiatives across both Google Cloud Platform and Microsoft Azure, with a background spanning DevOps, Site Reliability Engineering (SRE), Scrum leadership, and technical program management.
Prior to joining WAI, Fabien spent more than three years as a contractor supporting the IFA project as a Cloud Architect, while also serving as a Technical Program Manager in the travel industry with Amadeus. In that role, he led the migration of a Guest Management System for the hotel division to Azure, which successfully went live in September 2024. His experience across industries and roles enables him to operate effectively at both strategic and technical levels – managing teams and programs while also contributing to detailed system and architectural design. He is particularly focused on creating value through problem-solving and process optimization.
Fabien holds a Bachelor of Science in Applied Physics and a Master of Science in Networks, Computing, and Telecommunications from the University of Montpellier in France. A French-American professional, he has lived in the United States since 2009, spending over a decade in Boston before relocating to San Francisco in 2021, where he lives with his wife and two children.
Outside of work, Fabien enjoys hiking, cycling, and running, and is passionate about sharing his love of sports – particularly basketball and snowboarding – with his children. He is also active in the arts and currently performs with a French theater studio in San Francisco.
Jason Hickey
Managing Associate
Jason is a Managing Associate with WAI, bringing more than 20 years of experience in software analysis, design, development, and quality assurance. He is a seasoned systems architect with expertise spanning classical database-centric and client-server applications to modern cloud-native and microservices-based enterprise architectures. Jason’s technical leadership covers the full software development lifecycle – from backend and frontend development to system integration and enterprise reporting and analytics.
He has led the design and implementation of major systems for state and federal clients, including the Alaska Departments of Transportation, Administration, Environmental Conservation, and Fish & Game, as well as the National Marine Fisheries Service (NMFS) and the Pacific States Marine Fisheries Commission. His recent work has focused on enterprise-scale cloud modernization and migration initiatives for NMFS and Alaska’s Division of Retirement and Benefits.
Jason is proficient in a wide range of technologies, including Java/Java EE, .NET, C#, ASP.NET MVC, LINQ, Entity Framework, Hibernate, HTML, CSS, JavaScript, React, Dojo, REST, and GraphQL. His experience extends to build tools such as Gradle, Maven, and Ant; enterprise servers including Oracle WebLogic and JBoss/WildFly; and relational databases such as Oracle, SQL Server, MySQL, and PostgreSQL. He has also worked extensively across Linux, Solaris, and Windows environments and multiple cloud platforms, including Azure, AWS, and GCP.

Jennifer DeGuzman
Senior Software Developer
Jennifer DeGuzman is a Software Developer with more than 11 years of professional experience designing and delivering enterprise software solutions. She specializes in building web applications and reporting systems, with a strong focus on reliability, performance, and maintainability in public-sector environments.
Jennifer has supported numerous State of Alaska agencies, including the Departments of Health and Social Services; Commerce, Community, and Economic Development; Labor; Motor Vehicles; and Environmental Conservation. Her work spans the full development lifecycle and includes developing data-driven web applications, reporting solutions, and system integrations to support complex business and regulatory needs.
Her technical expertise includes the .NET framework and related technologies such as ASP.NET, MVC, WCF, Web API, SignalR, C#, VB.NET, and SQL-based systems including SQL Server, Oracle, and MySQL. She also has extensive experience with ORM and reporting tools such as Entity Framework, NHibernate, LINQ, SQL Server Reporting Services, and Crystal Reports, along with front-end technologies including JavaScript, AJAX, jQuery, HTML, CSS, and Bootstrap. Jennifer is proficient in source control and team collaboration tools including Git and Team Foundation Server.

Josh Gauthreaux
Software Developer
Josh Gauthreaux is a full-stack software developer at Wostmann & Associates specializing in JavaScript, TypeScript, and Java-based web applications. He designs and builds high-performance systems that integrate robust back-end services with modern, user-friendly front ends. His expertise includes OpenAPI/Swagger specification design, RESTful API architecture, and front-end development with React and Next.js.
At Wostmann, Josh supports modernization projects for the National Marine Fisheries Service (NMFS) and the Division of Retirement and Benefits (DRB), developing OpenAPI specifications, integrating legacy Java systems, and enhancing front-end applications for accessibility and performance. Before joining Wostmann, he worked at ShipEngine (a Stamps.com company), where he built and tested large-scale shipping APIs and front-end components used by developers across multiple platforms. His background blends deep technical fluency with strong collaboration and documentation practices.
Josh completed the Full-Stack Web Development program at Flatiron School and continues professional development in Java (Java EE), TypeScript, and algorithmic design. Outside of work, he enjoys tinkering with side projects, spending time in nature, and exploring Alaska with his wife and their two dogs, Ricky and Donna.
Paul Fussey
Operations Manager, Alaska Land Mobile Radio (ALMR)
Paul serves as the Operations Manager for the Alaska Land Mobile Radio (ALMR) program, where he develops policies, procedures, and guidelines to support member agencies and infrastructure owners. He coordinates intergovernmental resources to enhance communications interoperability, with a focus on improving public safety and emergency response communications among more than 100 participating agencies across Alaska.
Before joining ALMR, Paul served 24 years as an Alaska State Trooper, specializing in Emergency Management and Search and Rescue. He has lived and worked throughout Alaska in both urban and rural communities, collaborating with local, state, federal, and tribal partners. In addition, Paul retired from the Alaska Air National Guard after 21 years as a firefighter and EMT, completing multiple deployments around the world.
Paul holds multiple professional certifications from the Alaska Police Standards Council, the International Fire Service Accreditation Congress, the Federal Emergency Management Agency, and the American Red Cross. He is also a graduate of the Southern Police Institute and the FBI National Academy.
Outside of work, Paul enjoys camping and spending time outdoors with his family. He is an assistant scoutmaster, volunteer hunter safety instructor, youth shotgun coach, and CPR/first aid instructor – and takes great pride in his roles as husband and father.
Sara Villafuerte
Fisheries Information Specialist & Project Manager
Sara Villafuerte serves as a Fisheries Information Specialist and Project Manager with Wostmann & Associates, bringing more than 23 years of experience supporting the National Marine Fisheries Service (NMFS) and the National Oceanic and Atmospheric Administration (NOAA). She specializes in customer relationship management across agencies and industry partners, facilitating collaboration among NMFS, the NOAA Office of Law Enforcement, seafood processors, harvesters, and state and international agency staff. Sara provides software testing, technical writing, documentation, and user support that are vital to the success of NOAA’s electronic reporting systems.
Sara has extensive knowledge of NMFS applications, business rules, and Alaska’s fisheries regulations. Her practical expertise enables her to effectively train and support both agency and industry users. In addition to her fisheries work, she serves as Project Manager for the NOAA Fisheries Data Technician Call Center and provides application intake support for the Restricted Access Management (RAM) Division. She has also served as Task Lead for the NOAA Enforcement Call Center, overseeing daily operations and driving process improvement initiatives.
Sara has completed advanced training in software testing, data management, and regulatory compliance. She is also a certified yoga instructor with more than 600 hours of training and continues to pursue professional growth in both leadership and technical fields.
Outside of work, Sara is an entrepreneur and the owner of Evermore and Grace, a creative jewelry business that reflects her passion for artistry and meaningful customer engagement. She enjoys real estate, yoga, and exploring Alaska’s natural beauty with her husband and three daughters, especially spending time together on the beach in Whittier.
Schuyler Metcalf
Managing Associate
Schuyler is a Managing Associate and Senior Software Developer, bringing 11 years of experience across the full software development lifecycle in Alaska’s public and nonprofit sectors. His work includes requirements gathering, system design, implementation, and cloud deployments, and he is passionate about delivering software in complex business domains that can evolve as organizational needs change over time.
Schuyler is an expert in backend development using Java, Python, and Elixir, with a special focus on event sourcing, event-driven architectures, and cloud-native applications. His primary business domains have included commercial fisheries, transportation, and Alaska Native cultural heritage applications. When working in a new industry, he prioritizes fully understanding the operational needs of the business and tailoring software solutions to fit those needs. He is also well-versed in GIS data and spatial approaches, bringing additional value to projects that rely on location-based analysis or mapping capabilities.
Schuyler holds a Bachelor of Arts in Geology from Carleton College in Northfield, Minnesota. Outside of work, he is an avid runner, skier, and hiker. He also volunteers with Juneau Mountain Rescue as a technical rope specialist and trainer.
Tamara Freistone
NOAA Fisheries Call Center Supervisor
Tamara serves as supervisor of the National Marine Fisheries Service Call Center, which supports NOAA Fisheries and the Alaska commercial fishing industry. With more than six years of experience in fisheries data management, Tamara oversees a team of Data Technicians responsible for maintaining accurate, timely, and compliant reporting within NOAA’s electronic systems. She is recognized for her leadership, attention to detail, and ability to navigate complex data challenges while ensuring high-quality service to both industry and government partners.
Since joining the NOAA Fisheries support team in 2019, Tamara has advanced through progressively responsible roles, gaining deep expertise in fisheries databases and reporting processes. In her current role, she leads team operations, establishes performance goals, manages scheduling, and provides training and mentorship to staff. She also works closely with seafood processors and NOAA Law Enforcement, assisting with complex landings, error resolution, and the collection of documentation for investigations. Her leadership ensures consistency, accuracy, and accountability across all reporting functions.
Tony Naciuk
Project Manager & Analyst
Tony Naciuk is a Project Manager with WAI, bringing over 10 years of experience in information technology management, business analysis, and enterprise system implementation. He specializes in leading complex technology projects that bridge business needs and technical execution, with a focus on improving system integration, data quality, and user experience.
Tony has managed and supported major initiatives across Alaska’s public sector, including work with the Alaska Executive Branch, Branch of Administration, Retirement and Benefits, and the Alaska Land Mobile Radio (ALMR) network. His experience spans requirements gathering, process mapping, system design, and vendor management for projects involving case management systems, ERP modernization, and statewide data integration. Known for his practical, solutions-driven approach, Tony ensures that every project aligns with organizational goals, budget, and long-term sustainability.
Before joining WAI, Tony worked in both government and private industry roles, supporting IT operations, enterprise software, and technical project delivery. His technical background and collaborative management style allow him to effectively coordinate between executive leadership, end users, and technical teams.
Outside of work, Tony enjoys backcountry skiing, snowmachining, hiking, and the vast outdoor exploration opportunities Alaska has to offer. He spends his downtime on creative interests, like wood and metalworking, swing dancing, and reading.
Walter Cameron
Software Developer
Walter serves as an Associate II with Wostmann & Associates, where he specializes in front-end software development and the design of web-based user interfaces. With more than a decade of experience supporting government, scientific, and private industry clients, Walter develops intuitive, high-performance applications that enable users to manage complex systems and data with ease. His work spans a variety of domains, including cloud infrastructure configuration, geophysical hazard monitoring, and fisheries management.
Walter is proficient in modern front-end development technologies, including HTML, CSS, JavaScript, and TypeScript, and has extensive experience with frameworks such as Vite, React, and Angular. He brings a thoughtful and creative approach to software design, ensuring that functionality and user experience remain at the forefront of every project.
Outside of work, Walter enjoys exploring the outdoors and spending time on the waters around Southeast Alaska. He is also an avid painter, woodworker, and photographer, pursuits that reflect his eye for detail and creativity both in and outside the workplace.
