Municipal Financial/HR System Implementation Support

Project Brief

The Municipality of Anchorage implemented SAP as their new enterprise resource planning (ERP) system to improve employee relations, purchasing and financial processes. The new system is used by the entire Municipality, including general government, police, fire and utilities and enables them to manage financial operations, payroll, and human resources more efficiently and comprehensively across all departments.

As part of this SAP implementation, Wostmann and Pango Technology, working together as Alaska IT Group (AITG), provided business analysis, system integration and project management. Our team conducted detailed interviews and documented process flows for time-keeping and leave accrual across several departments and two municipal utilities. Since municipal employees were represented by several different unions, the team analyzed collective-bargaining agreements and created a cross-walk illustrating business rules to configure and customize payroll. In addition, our business analysts interviewed dozens of business users to document and diagram current and proposed system interfaces. 

To prepare for system release, we provided project management for several workstreams, coordinated software and timeclock installation, training support and system integration development and testing. Following release, our team provided project management and technical support in triaging hundreds of defect tickets and change requests.
